Community Development Block Grant (CDBG) Program 

In 1982 the State of Maine began administering the CDBG Program to assist units of local government in various community projects in areas ranging from infrastructure, housing, downtown revitalization to public facilities and economic development.

CDBG Objectives

All CDBG funded activities must meet one of three National Objectives of the program. These objectives are:

• Benefit to low- and moderate-income persons.
• Prevention and/or elimination of slum and blight conditions; and
• Meeting community development needs having a particular urgency

The Maine CDBG Program serves as a catalyst for local governments to implement programs which meet one of the three National Objectives, and:

• Are part of a long-range community strategy, or State of Maine Strategic Economic Development Plan
• Improve deteriorated residential and business districts and local economic conditions
• Provide the conditions and incentives for further public and private investments
• Foster partnerships between groups of municipalities, state and federal entities, multi-jurisdictional organizations, and the private sector to address common community and economic development problems; and
• Minimize development sprawl consistent with the State of Maine Growth Management Act and support the revitalization of downtown areas.

CDBG Home Repair Network Program (HRN)

The Home Repair Network Program (HRN) provides funding statewide to address housing problems of low- and moderate-income persons. This program will provide housing rehabilitation services administered on a regional basis throughout Maine.

Eligible Activities

Eligible activities under the HRN Program are rehabilitation of occupied or vacant single-family or multi-family housing units, demolition, same site replacement housing, provision of potable water and sewer, energy conservation, removal/mitigation of lead-based paint, asbestos, radon, or other hazardous material, removal of architectural barriers and the Critical Access Ramp Program (via Alpha One).

CDBG Special Projects Program

The Special Projects Program provides funds to projects that are not funded through the normal CDBG application process. SP funds will be used for alternative OCD grant activities and partnerships that meet the community or economic development needs of municipalities and CDBG National Objectives in the State of Maine. Approval for the use of SPMF funds is through the Director, Office of Community Development.

Funding for this program may be available based upon redistribution, reallocation and/or additional allocation from HUD.

Urgent Need Grant Program

The Urgent need Grant (UN) Program provides funding to communities to address serious and immediate threats to health and welfare which are declared state or federal disasters.

 The applicant must address a community development need which meets all four criteria listed below:

• poses a serious and immediate threat to the health or welfare of the community;
• originated or became a direct threat to public health and safety no more than 18 months prior to submission of the application;
• is a project the applicant cannot finance on its own. “Cannot finance on its own” means, that the town’s tax burden, regulatory structure, utility user fees, bonding capacity, or previous or existing budgetary commitments, precludes it from assuming the additional financial obligation needed for this project; and
• cannot be addressed with other sources of funding.

Funding for this program may be available based upon redistribution, reallocation and/or additional allocation from HUD.

Washington Sea Grant (WSG) supports the sustainable management of marine ecosystems and coastal communities in Washington State. With a mission to promote research and education, WSG provides funding for conferences and events that align with its goals. Organizations can apply for sponsorships ranging from $50 to $2,500, fostering collaboration and community engagement while ensuring equitable access to natural resources and decision-making processes for all.

The WHOI Sea Grant Program offers General Program Development Funds ranging from $1,000 to $5,000 annually to support small research projects, educational initiatives, and outreach efforts. These funds aim to enhance strategic goals, with a preference for projects that align with WHOI Sea Grant’s focus areas such as coastal ecosystems and sustainable fisheries. Applicants must be affiliated with a Massachusetts institution and are encouraged to discuss their project ideas with the Research Coordinator prior to application.

The Cooperative Research Programme (CRP) offers fellowships to support short-term research projects in sustainable agriculture, food security, and climate change. Funded by the OECD, these fellowships foster international collaboration and knowledge exchange among scientists. Over 75% of recipients establish long-term partnerships with host institutions, contributing to the advancement of agricultural practices and policies. Applications are particularly encouraged in areas such as biodiversity, soil health, and innovative agricultural techniques.

The Fats and Proteins Research Foundation (FPRF) seeks research proposals that enhance the use of rendered animal products and improve rendering processes. Key focus areas include livestock and pet food nutrition, feed safety, sustainability, and innovative technologies. Researchers with proven qualifications are encouraged to submit proposals addressing specific gaps in knowledge, particularly in aquaculture, swine, and poultry nutrition. Submissions outside these topics will also be considered if they present compelling cases.

The CT Grown for CT Kids Grant provides vital funding to enhance farm-to-school programs in Connecticut. Aimed at local boards of education, childcare centers, and organizations, this grant focuses on improving children's access to local foods, fostering nutritional education, and supporting local agriculture. By facilitating hands-on learning and sustainable practices, the program aims to enrich the educational experience and promote healthier lifestyles among children, ultimately benefiting the state's economy.

The Northeast SARE: Farmer Grant Program supports innovative sustainable agriculture projects by providing funding to farmers. Grants ranging from $5,000 to $30,000 enable farmers to conduct research, implement new ideas, and address issues affecting long-term sustainability. This program encourages proposals that explore diverse topics such as crop production, livestock raising, urban agriculture, and climate-smart practices. Successful projects promise significant benefits to farming communities while fostering collaboration and education within the agricultural sector.

The Virginia Fishery Resource Grant Program, managed by the Virginia Institute of Marine Science, offers funding to enhance coastal fishery resources through innovative proposals. Key priority areas include developing new fishing gear, conducting environmental studies, promoting aquaculture, and advancing seafood technology. The program encourages participation from Virginians in the fishing industry, ensuring their ideas can thrive despite financial constraints, thus fostering sustainable practices and economic growth in the sector.

The Long Island Aquaculture Infrastructure Grants aim to enhance aquaculture operations by providing funding for equipment and infrastructure projects. Administered by the New York State Department of Agriculture and Markets, the program offers two funding rounds: Round 1 for equipment on a rolling basis and Round 2 for infrastructure through a single proposal process. This initiative supports the long-term viability of the marine economy and encourages growth in New York's aquaculture sector.

The CDBG Downtown Revitalization Grant Program, administered by the Maine Department of Economic and Community Development, aims to enhance downtown areas through innovative solutions. Eligible communities must match 25% of the grant and demonstrate recent revitalization planning. Projects should benefit low/moderate income individuals or address slum conditions. Maximum funding is $300,000, with bonus points for communities designated by the Maine Downtown Center. This program fosters public and private investments for sustainable growth.

The Alaska Sea Grant Biennial Research Call invites innovative proposals for research projects focused on healthy coastal ecosystems, sustainable fisheries and aquaculture, resilient communities and economies, and environmental literacy and workforce development. Established in 1970, the program aims to enhance understanding and sustainable use of Alaska's marine and coastal resources. Proposals should align with the goals outlined in the Alaska Sea Grant 2024–2027 Strategic Plan, addressing priority information needs across the state.

The NH Sea Grant is inviting proposals for research funding of up to $100K per year for projects addressing key focus areas such as sustainable fisheries, coastal ecosystems, and aquaculture. This funding cycle runs from February 1, 2024, to January 31, 2026. Proposals that integrate innovative research with outreach and education are encouraged, particularly those related to aquaculture, leveraging matching funds from NOAA's National Sea Grant College Program.

The Doyle Undergraduate Fellowship, offered by New Hampshire Sea Grant, provides a unique opportunity for undergraduates to engage in marine resource projects while receiving mentorship and training. This paid fellowship supports students interested in marine-related research and education, with potential earnings of up to $5,000 over a 10-week summer period. By participating, fellows gain valuable insights into coastal and marine management, enhancing their skills and expanding their professional networks.

The South Carolina Biennial Sea Grant Program, managed by the S.C. Sea Grant Consortium, aims to enhance coastal conservation and sustainable development through research. With approximately $500,000 available annually for one- to two-year projects, grants typically range from $30,000 to $80,000. The program encourages collaboration among faculty from member institutions and supports initiatives that improve the social and economic well-being of coastal residents while conserving marine resources.

The Cook County Farm Bureau® Foundation offers General CCFB Scholarships to support Illinois residents pursuing higher education in agriculture and related fields. Established in 1997, this non-profit organization aims to foster a skilled agricultural workforce through scholarships for students in various agricultural disciplines. Eligibility includes being a high school graduate and proof of enrollment in an accredited institution. Scholarships are awarded based on a points system considering academic performance, community involvement, and agricultural experience.

The 2025 Pacific Islands Indigenous Science Competition, hosted by Hawai‘i Sea Grant, invites proposals that center Indigenous methodologies for co-managing coastal and marine resources. With funding available between $25,000 and $50,000 for 3 to 6 selected projects, the initiative aims to enhance resource stewardship, community governance, and cultural practices. This opportunity encourages research that integrates Indigenous knowledge and ecological concerns, fostering collaborations that promote resilient communities across the U.S.-Affiliated Pacific Islands.

The Competitive Graduate Research Fellowship, offered by Maryland Sea Grant, supports graduate students conducting research on critical issues affecting the Chesapeake Bay and coastal waters. This fellowship emphasizes social relevance and community engagement, particularly focusing on underserved populations. Awarded fellows receive a stipend of $34,000, tuition remission, and travel allowance. A professional mentor is required to ensure research aligns with the needs of resource managers and policy makers. Applications are encouraged from a diverse pool of candidates.

Local Food Purchase Assistance Grant

A statewide grant program funded through S.A. 25-1 to improve local food access and agricultural supply chain resiliency. To learn more check out the press release below.

The purpose of CT DoAg’s LFPA grant program is to provide CT Grown farm products to underserved communities, at no cost to the individual, while maintaining and improving the CT agricultural supply chain resiliency. This is done through:

Establishing and strengthening partnerships across the food supply chain to ensure access to fresh, nutritious, culturally appropriate food in underserved communities.*

Purchasing from small ** Connecticut producers to build and expand market access and opportunities.

CT DoAg has a total of $1,550,000 available to award through a competitive grant process. The selected applicant pool shall be considerate of geography and reach to ensure distribution and sourcing throughout the state.

Funding for the 2026 LFPA Grant is provided by the State of Connecticut in Special Act 25-1 through the Budget Reserve Fund. 

The CDBG Housing Assistance Program, managed by the Maine Department of Economic and Community Development, offers funding for low- and moderate-income housing projects. Eligible applicants include local governments and counties in Maine, with a maximum grant amount of $1,000,000. A 20% cash match is required for applicants, and administrative costs cannot exceed 15% of the grant. This program aims to improve housing options through rehabilitation and conversion of properties.

The Delta Extension Fellowship, hosted by California Sea Grant and the Delta Stewardship Council, aims to enhance community resilience and social well-being in the Delta region. Over 24 months, the fellow will support a community outreach campaign for the Delta Residents Survey, analyze research on water management impacts, and organize resilience training for residents. This initiative addresses the Delta's challenges, including climate change and resource vulnerability, fostering informed decision-making and sustainable practices among local communities.

The California Sea Grant College Program invites proposals for applied research projects aligned with its 2024-2027 Strategic Plan, focusing on Sustainable Fisheries and Aquaculture (SFA) and Resilient Communities and Economies (RCE). With a funding pool of $2.8 million, the program aims to enhance California's coastal resilience and sustainability. Projects should exhibit significant benefits to coastal communities while addressing challenges like climate change and economic disruptions. Eligible applicants include public agencies, universities, and nonprofit organizations.

The Northeast SARE Partnership Grant Program supports innovative projects that enhance sustainable agriculture practices through collaboration between agricultural service providers and farmers. With funding up to $30,000, the program encourages research and education initiatives that address sustainability challenges in Northeast farming systems. It aims to foster partnerships that lead to better agricultural practices and community well-being, focusing on involving farmers directly in project development.

CDBG Public Service Grant Program

The Public Service Grant (PSG) Program addresses community and business resource needs by providing funding for operating expenses, equipment, and program materials for activities which will benefit low/moderate income (LMI) persons.

Project Benefit: Eligible PSG projects must provide benefits to one of the groups of persons listed below and be in support of an identified business or non-profit entity:

Participants in a program where 51% or greater of the persons receiving benefit from PSG activities are determined to be LMI.

Persons who are members of the following groups that are currently presumed by HUD to meet benefit requirements. The presumption may be challenged if there is substantial evidence the group served by the project is most likely not comprised of principally LMI persons;

Abused Children (Does not include “at-risk” youth) • Battered Spouses (Does not include all victims of domestic violence) • Elderly Persons (62 years +, or 55 years + for housing) • Severely Disabled Adults • Homeless Persons • Illiterate Adults • Migrant Farm Workers • Persons Living with AIDS

All communities applying for PSG funds must certify that: The activity represents a new service to the community; or a quantifiable increase in the level of an existing service;

Maximum PSG Amount: $50,000

The Massachusetts Urban Agriculture Grant Program aims to enhance food security and access to fresh produce in urban areas. It supports commercial projects for the production and marketing of food, focusing on long-term investments in infrastructure and innovative farming techniques. The program prioritizes initiatives that address soil quality, land acquisition, and community engagement, ensuring that urban farming benefits low to moderate-income neighborhoods and fosters local economic development.

CDBG Public Infrastructure Grant Program

The Public Infrastructure Grant (PI) Program provides gap funding for local infrastructure activities, which are part of a community development strategy leading to future public and private investments. Applications will only be accepted in even years. 

Eligible Activities

Eligible activities in the PI Program are construction, acquisition, reconstruction, installation, relocation assistance associated with public infrastructure, and public infrastructure limited to supporting construction of fully-funded affordable LMI housing; eligible planning activities necessary to complete the Project Development Phase.
