DHS, through its Behavioral Health Administration (STATE), is seeking Proposals from qualified Responders to provide substance use prevention program services to serve American Indian (AI) populations.

The term of any resulting contract is anticipated to be for four and a half years, from January 1, 2027 until September 30, 2031.

Nonprofit 501(c)(3) organizations in the Minnesota Twin Cities metro can seek up to US $5,000 to combat systemic racism or support arts programming. With a mission to foster charitable, educational, and community initiatives, Archie D & Bertha H Walker Foundation provides Minnesota groups addressing racial justice or arts engagement with annual grant opportunities.

Minnesota nonprofits, local governments, and Tribal Nations can seek funding for addiction and criminal justice programs in Minnesota, including chemical dependency and mental health treatment, supervision, and drug court support. The Minnesota Department of Public Safety’s Community Justice Reinvestment Grant Program supports services for justice-impacted individuals to reduce recidivism and further system involvement.

With a mission to address addiction and substance use disorders, the Minnesota Department of Human Services Behavioral Health Administration provides Minnesota organizations with funding to combat opioid overdose in underserved, high-risk communities. Eligible responders can request up to US $350,000 to design or expand programs targeting populations disproportionately impacted by opioid-related overdose deaths.

Minnesota public health agencies and partners working on overdose prevention and review can receive approximately US $20,000 to develop or enhance Overdose Fatality Review processes in Minnesota. Minnesota Department of Health provides Minnesota addiction and substance use organizations with resources to build collaborative OFR teams, engage public safety partners, and strengthen community responses to overdose deaths.

Minnesota nonprofits, local governments, higher education institutions, and Tribes hosting AmeriCorps service programs can access funding to run evidence-based initiatives, including youth mental health and substance use recovery efforts. Minnesota addiction and substance use organizations may be eligible if they engage AmeriCorps members in research-based interventions and provide outcome data for evaluation and public reporting.

Nonprofit and local government organizations working on addiction and substance use disorders can apply for funding that supports prevention, treatment, housing, health, public safety, and related services, including in Minnesota. Focused on community well-being, the Confederated Tribes of Siletz Indians also funds education, arts, environment, cultural activities, and other charitable purposes nationwide.

Grants from the National Institutes of Health help Minnesota addiction and substance use organizations test SBIRT/P approaches for adult alcohol, tobacco, and other drug use and misuse. Eligible research teams must conduct prospective SBIRT/P implementation studies with adult populations experiencing health disparities, partnering with healthcare and community settings; projects may be based in Minnesota or elsewhere in the U.S. and territories.

Minnesota behavioral health and residential treatment providers serving youth with complex mental health and substance use needs can access funding to become new Psychiatric Residential Treatment Facility Medicaid providers. Minnesota Department of Human Services offers up to US $1,441,546 to establish psychiatric residential treatment services for individuals under 21, which may include addiction and substance use disorder care.

Minnesota community organizations working on addiction and substance use disorders can receive US $65,000 - US $97,500 to promote tobacco cessation services and support adults who use commercial tobacco. Minnesota Department of Health’s Quit Partner Ambassadors Program funds outreach that increases awareness and use of Quit Partner programs across Minnesota communities.

Nonprofit and for-profit providers in Minnesota offering culturally specific or responsive substance use disorder services can seek up to US $4,000,000 to build capacity and sustainability. With a mission to support thriving communities, Minnesota Department of Human Services provides technical assistance for licensure, MHCP enrollment, rate enhancement, grant writing, and peer consulting or training.

Minnesota addiction and substance use organizations conducting research on adult health disparities can access funding through the National Institutes of Health to test SBIRT/P approaches for alcohol, tobacco, and other drug use and misuse. Projects must prospectively evaluate screening, brief intervention, and referral to treatment or prevention in collaboration with healthcare and community partners; multiple application cycles run through 2027.

Eligible organizations improving access to medication for opioid use disorder services in Minnesota can apply for the Minnesota Department of Human Services’ competitive grants, with awards up to US $5,757,000. Funding supports efforts to address opioid and stimulant use disorders, reducing related morbidity and mortality through expanded treatment access and behavioral health services.

Organizations providing addiction and substance use disorder treatment in Minnesota can seek funding to expand access to medication for opioid use disorder services. Grants from Minnesota Department of Human Services help Minnesota addiction and public safety programs address opioid and stimulant use, support MOUD, and strengthen a continuum of care including prevention, treatment, naloxone distribution, and recovery support.

Minnesota 501(c)(3) nonprofits, public/government agencies, and Tribal Nations can seek funding for behavioral health programs addressing serious mental illness and substance use disorders. Focused on improving health outcomes and reducing disparities, Medica Foundation prioritizes community-led, trauma-sensitive, and collaborative initiatives, with grants up to US $200,000 over two years for program support.

Behavioral Health Division

The Behavioral Health Division (BHD) oversees Minnesota's mental health and substance abuse prevention and treatment services that are paid for with state and federal funds. To support these services, BHD awards grants to counties, tribes, and nongovernmental providers. Behavioral health services include prevention, treatment, short-term and long-term care, as well as home and community-based services. BHD manages about 700 grants annually.

Request for Proposals for a Grantee to Provide Opioid Epidemic Response Services

Objective of RFP

The Opiate Epidemic Response Advisory Council (OERAC), in conjunction with the Minnesota Department of Human Services, through its Behavioral Health Administration (STATE), is seeking Proposals from qualified Responders to provide services aimed at addressing the opioid epidemic in Minnesota. These services include prevention and harm reduction for opioid use disorder (OUD), expansion and enhancement of the continuum of care for opioid related substance use disorders (SUD), and chronic pain management and alternative treatments.

The term of any resulting contract is anticipated to be for three and a half (3.5) years. STATE may extend the contract up to a total of five (5) years.

OERAC and STATE have identified four categories to meet the purpose of this RFP, each containing multiple focus areas. The four categories available for funding under this RFP are:

• Category A– Primary Prevention and Education for Opioid Related Substance Use Disorders
• Category B – Harm Reduction Services
• Category C – Expansion and Enhancement of Continuum of Care for Opioid Related Substance Use
• Category D – Chronic pain and Alternative Treatments

This initiative focuses on reducing overdose risks through targeted interventions and support, ensuring that rural communities receive necessary assistance. Funded by the Health Resources and Services Administration, this program is crucial for mitigating the opioid crisis in underserved regions, improving health outcomes, and promoting overall community well-being.

The National Institute on Drug Abuse (NIDA) is launching a specialized entrepreneurship program aimed at life science researchers in the field of substance use disorders (SUD). This initiative will equip researchers with essential skills to transform their innovative ideas into viable products, focusing on aspects such as market evaluation, customer discovery, and intellectual property. The course will be delivered in a hybrid format to engage US-based SUD researchers effectively, fostering collaboration and advancing the field.

The NIH is offering access to biospecimens from the ABCD, HBCD, and PATH studies to promote research on health and disease across a lifetime. This initiative encourages projects that utilize these samples to deepen understanding of genetic and environmental influences, particularly substance exposure. Researchers can submit proposals to maximize the scientific utility of these resources, in alignment with the goals outlined under federal health regulations.

The Cooperative Agreement to Support Activities Related to Analgesics, Anesthetics, and Addiction (U01) aims to enhance research in Anesthesia, Addiction Medicine, and Pain Medicine. It focuses on critical areas such as clinical trial endpoints for chronic pain, outcome measures in stimulant use disorders, and neurodevelopmental assessments in pediatric patients. The initiative encourages applicants to propose comprehensive, evidence-based plans to improve the prescribing of analgesic and anesthetic drug products, with multiple awards available.

This funding opportunity encourages pilot studies focusing on emerging drug issues, unexpected prescription drug abuse trends, and timely medical system challenges. Letters of Intent are recommended 30 days before the proposal deadline, emphasizing the necessity for rapid review and funding to address pressing scientific questions.

The HEAL initiative aims to translate addiction research into practice to combat the opioid crisis and overdose events. It focuses on identifying barriers to reducing substance use and developing scalable, evidence-based interventions. Emphasizing recovery, prevention, and the integration of mental health, the initiative encourages collaboration among experts in various fields. Although applications are not currently solicited, potential applicants are urged to prepare for future opportunities to apply innovative solutions to enhance addiction treatment and prevention efforts.

The Opioid Crisis Response Program Fellowship, offered by Equal Justice Works, addresses the opioid epidemic by mobilizing public interest lawyers to provide vital civil legal aid to underserved communities affected by Opioid Use Disorder. This two-year fellowship enables attorney fellows to advocate for clients' rights, reduce barriers to treatment, and enhance community education about legal impacts. Through collaboration with various stakeholders, the program aims to improve health outcomes and foster systemic change in the fight against this public health crisis.

The Tobacco, Alcohol, and Cannabis Policy Research for Health Equity (R21 Clinical Trial Optional) aims to fund projects that explore policies related to tobacco, alcohol, and cannabis in the U.S. The focus is on understanding how these policies affect usage and exposure among disadvantaged populations. Engaging community organizations is essential for promoting equity in cancer prevention. This initiative is crucial for advancing health equity and reducing disparities in substance use.
