Perkins V

The Smith-Hughes Act of 1917 was the first authorization for the federal funding of vocational education (now known as career and technical education). Subsequent legislation included the Vocational Act of 1973 and the Carl D. Perkins Act of 1984 (Perkins). Perkins was reauthorized as the Carl D. Perkins Vocational and Applied Technology Act (Perkins II) in 1990, the Carl D. Perkins Career and Technical Education Act of 1998 (Perkins III), the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV), and most recently as the Strengthening Career and Technical Education for the 21st Century Act (Perkins V).

As put forth in the legislation, the purpose of Perkins V is:

To develop more fully the academic knowledge and technical and employability skills of secondary and postsecondary students who elect to enroll in career and technical education programs and programs of study, by—

• building on the efforts of States and localities to develop challenging academic and technical standards and to assist students in meeting such standards, including preparation for high skill, high wage, or in-demand occupations in current or emerging professions; 
• promoting the development of services and activities that integrate rigorous and challenging academic and career and technical instruction, and that link secondary and postsecondary education for participating career and technical education students; 
• increasing State and local flexibility in providing services and activities designed to develop, implement, and improve career and technical education; 
• conducting and disseminating national research and disseminating information on best practices that improve career and technical education programs and programs of study, services, and activities; 
• providing technical assistance that—promotes leadership, initial preparation, and professional development at the State and local levels; and improves the quality of career and technical education teachers, faculty, administrators and counselors; 
• supporting partnerships among secondary schools, postsecondary institutions, baccalaureate degree granting institutions, area career and technical education schools, local workforce investment boards, business and industry and intermediaries; 
• providing individuals with opportunities throughout their lifetimes to develop, in conjunction with other education and training programs, the knowledge and skills to keep the United States competitive; and
• increasing the employment opportunities for populations who are chronically unemployed or underemployed, including individuals with disabilities, individuals from economically disadvantaged families, out-of-workforce individuals, youth who are in, or have aged out of, the foster care system, and homeless individuals.

• Gives grants, scholarships, and organizational support to address the needs of our community.

Gerstbrein/McCanna Scholarship for the Arts

After a long and rewarding career in Landscape Design and Art Education, Lisa Gerstbrein/McCanna wanted to promote the Arts and Industrial Arts in the community where she made her home and her livelihood. Her career brought her tremendous joy in pursuits that she loved as well as the satisfying reward of helping students find inspiration in the worlds of Art and Industrial Art. She is a true believer in the concept of STEAM based education. Accordingly, she established a fund to provide scholarships for the advanced education of advancing Senior High School Students in these areas who are residents of Armstrong County, Pennsylvania and are pursuing higher education in an approved program within 300 miles of their respective school - Armstrong High School, West Shamokin High School or Lenape Technical School.

At Bubble, we believe the next generation of builders, creators, and changemakers deserves support.

The Face the Future Scholarship provides financial awards to students who embody our core values of authenticity, creativity, innovation, and community impact as they pursue their academic goals.

In 2026, we're awarding 20 scholarships totaling $55,000 to students across the U.S., UK, and Canada.

One recipient will also earn a Spring 2027 internship at Bubble's New York City headquarters.

Community Foundations of the Hudson Valley 

Community Foundations of the Hudson Valley (CFHV) empowers individuals, families, businesses, and organizations to fulfill their philanthropic goals through the establishment of charitable funds that support the needs of Dutchess, Putnam and Ulster counties. With over $100 million in assets, CFHV manages nearly 600 charitable funds and has distributed more than $777 million in grants and scholarships since January 2000. We lead initiatives to address urgent community needs such as food insecurity and educational challenges, offering both immediate relief and long-term support.

Ruth Oja Environmental Scholarship

Established by the Red Hook Town Conservation Advisory Council in honor of Ruth Oja, this scholarship is available to students who are residents of Red Hook, NY who are college bound graduating high school seniors or the home-schooled equivalent pursuing studies in environmental science or a related discipline or who have demonstrated a sensitivity to the environment through leadership/participation in pro-environmental programs like recycling, land conservancy, environmental cleanup projects, etc. This scholarship shall be applied to tuition costs at an accredited college university or trade school.

Acacio “Roger” Rodrigues Memorial Scholarship

Established by the Rodrigues family, in memory of Acacio “Roger” Rodrigues, scholarships will be awarded to graduating high school seniors or current undergraduate who reside in Dutchess, Putnam or Westchester County, New York or Fairfield County, Connecticut and who plan to study in a field which will lead to a career in the building/construction industry. These fields include but are not limited to engineering, construction management, electrical construction technology, plumbing and heating, welding and fabrication, etc. The scholarships will be awarded to individuals who are or will be full time students at any accredited vocational school, college or university in the United States.

Renewable for up to three additional years and payable to the school.

The Capital Region Chamber Continuing Education Scholarship, funded by The Community Foundation for the Greater Capital Region, supports non-traditional students over 25 years old who are beginning or returning to college or pursuing trade certifications. Applicants must reside in Albany, Rensselaer, Saratoga, or Schenectady counties and demonstrate financial need. Since 1968, CFGCR has empowered individuals with meaningful giving opportunities, enhancing the quality of life in the Greater Capital Region.

RBC Foundation – USA aims to enhance community quality of life by supporting non-profit organizations that promote diversity and positive change. In 2023, it awarded over $2.8 million in grants, prioritizing youth programs for ages 15-29, arts access for diverse populations, and mental well-being initiatives. The foundation encourages sustainable projects that foster economic independence, providing critical support for education, mental health, and cultural enrichment, thereby making a significant impact across various communities.

The Norfolk Southern Trades on Track SkillPointe Scholarship offers $5,000 scholarships for students pursuing trades education related to the rail industry. Eligible candidates must be enrolled in a post-secondary institution and focused on railway-related trades. With over 1,000 scholarships funded and a mission to close the skills gap, this initiative empowers individuals towards high-demand careers without requiring a four-year degree, ultimately strengthening the workforce and economy.

The Milton Fisher Scholarship for Innovation and Creativity is a four-year renewable award aimed at high school seniors and first-time college freshmen who demonstrate exceptional innovation and creativity. Unlike traditional scholarships that prioritize academic achievement, this scholarship seeks to reward students who have solved problems creatively, whether in the arts, sciences, or community challenges. It encourages innovative thinkers from Connecticut or New York City to pursue their higher education goals.

The NY Nita M. Lowey 21st Century Community Learning Centers initiative aims to enhance educational opportunities for students in underserved communities. It focuses on academic enrichment, offering a variety of services including tutoring, youth development, and health education. The program also encourages family engagement in education, promoting literacy and overall development. This initiative is supported by the New York State Education Department to foster a well-rounded educational experience for children.

The L.B. Research and Education Foundation Grant Program supports U.S.-based nonprofits focusing on innovative education and health solutions for underserved populations. Eligible organizations can apply by submitting a 400-word concept paper, and selected applicants may receive funding ranging from $10,000 to $75,000. The Foundation prioritizes projects that foster critical thinking and creativity, address health disparities, and encourage collaboration. There are no application deadlines, promoting year-round engagement.

The Gordon J. Barnett Memorial Foundation, established in 1955, supports educational initiatives in Florida, Indiana, New York, and Oklahoma. It prioritizes funding for tax-exempt organizations, including primary schools, universities, and trade schools. The foundation does not fund political campaigns or individuals. Grants are aimed at enhancing educational opportunities and preventing cruelty to children and animals, reflecting the foundation's commitment to charitable and educational purposes.

The KeyBank Foundation Grants support nonprofit organizations focused on enhancing communities through education, workforce development, and affordable housing. Founded in 1969, the Foundation prioritizes diversity, financial capability, and sustainability. Their grants aim to empower individuals for success by improving access to resources, fostering economic inclusion, and creating safe environments. By partnering with community organizations, KeyBank Foundation seeks to make a measurable impact and ensure lasting positive change for families and small businesses.

Roche Corporate Donations and Philanthropy (CDP) focuses on impactful projects that foster sustainable development, engage employees, and leverage Roche's expertise. Their philanthropic efforts prioritize humanitarian, educational, environmental, and cultural initiatives, aiming to build stronger communities and support innovative projects. Eligibility is limited to local organizations, while ineligible projects include those with political or religious ties. The foundation strives to create a positive societal impact through collaboration and strategic partnerships.

Eugene Curfman Foundation Scholarship

The purpose of the Eugene Curfman Foundation Scholarship is to give scholarships to two graduating seniors from either Francis Scott Key High School or a home school program in the Taneytown, Union Bridge, New Windsor areas for college and/or trade school assistance in concentration fields of Accounting; Emergency Service; Cyber Security, and Trades (ie. electrical; plumbing; masonry; HVAC; vehicle mechanics; and building construction). The scholarship will be offered to recipients for additional years based on meeting specified criteria. The scholarship has been established as his way of paying forward his success that was enabled by having received scholarships to attend college.

The money shall be transmitted by the Community Foundation of Carroll County directly to the desired college or university and applied directly to the student's tuition and books. The monies shall not be remitted to the FUND winner.

This scholarship will be offered to recipients on a continuing basis for up to three additional consecutive years (or the completion of the student’s training program, whichever is less) based on maintaining a minimum GPA of 3.0 and providing an official transcript to the selection committee.

Rita M Medeiros (Rita's Closet) Scholarship

The purpose of the Rita's Closet Scholarship is to honor the memory of Rita Marie Medeiros by providing scholarship (s) for graduating seniors at any public High School in Carroll County, Maryland, and the Carroll County Career and Technology Center. Because Rita was a very caring friend and spent much of her short life, giving others her time, her friendship and ultimately her organ donor gift, the Rita's Closet Scholarship will be awarded to a graduating student (s) pursuing an undergraduate degree at an accredited college, university or technical school who meets the criteria established for the fund.

Michael W. Wantz Scholarship

The purpose of the Michael W. Wantz Scholarship is to honor the values, attributes, and dedication of Michael W. Wantz, the diesel teacher at Carroll County Career & Technology Center. This award is to provide scholarships for graduating seniors in Carroll County, Maryland who have attained their secondary-school diploma from the Carroll County Career and Technology Center in Diesel Technology. The scholarships shall be for those students to attend schools of higher learning or a certified program appropriate to enhance their capacities and capabilities in Diesel Technology.

Lee H Madairy Scholarship

The purpose of the Lee H Madairy Scholarship is to honor the life of Lee H. Madairy by providing scholarship(s) for a new or returning college or vocational program student who has shown academic achievement, excellent moral character and is pursuing a career in a STEM field. The successful candidate will have been accepted at an accredited College, University, or vocational program. The amount of money available each year for the scholarship(s) will be determined by the income generated by the fund. In addition, if income in any given year is sufficient, grants for other charitable purposes may be made in Mr. Madairy’s memory.

Maureen Curry Inspiration Scholarship

This fund was established to provide scholarship opportunities to inspire and encourage needy individuals who wish to improve their education and/or job skills through credit or noncredit education or training programs at Jamestown Community College or any other accredited institution.

Kiwanis Club of North Modesto

We are a service club of men and women whose primary goal is to help children and young people around the world, starting in Modesto, CA.

Scholarships

The members of the Kiwanis Club of North Modesto (founded in 1966) and the Kiwanis Club of Modesto (founded in 1923) are joining forces to award $2,000 scholarships to as many as 32 students for the 2026-27 academic year. Each year, members of these two clubs perform countless hours of community service through fundraisers, then donate these funds back to nonprofits and young people in our community. It is the hope of the two clubs that scholarship recipients in their adult life will give back to their communities as members of a community service club.

Goals

• To encourage public or private high school graduates (within the boundaries of the Modesto High School District) to pursue education goals, preferably at a California community college, four-year college or university or at a technical/vocational school.

• To recognize academic achievement and to invest in the future of young scholars. 
• To recognize young scholars who have demonstrated a commitment to volunteerism and community service

Ginger D. Schroder Cattaraugus County Legislative District 2 Scholarship

The Ginger D. Schroder Legislative District 2 Scholarship is given to a graduating high school student residing in Cattaraugus County Legislative District 2 who will pursue a trade degree or 2-or 4-year college degree.

Gregory D. Spring Perseverance Scholarship

Established in memory of Gregory D. Spring, this scholarship is for a graduating senior from Allegany-Limestone Central School, Ellicottville Central School, Franklinville/Ten Broeck Academy, Portville Central School, Hinsdale Central School or Olean High School with a preference for a student who intends to pursue a degree or certification in a trade or technical program. 

Elias Eade Jr. Scholarship

This scholarship was created in honor and memory of Elias Eade Jr. by his children. Elias Eade Jr. was a lifetime resident of Olean who faithfully served God, his country, his family and the Olean community. Mr. Eade was a graduate of Olean High School and St. Bonaventure University and a member of the Olean business community for many years. Mr. Eade was an entrepreneur, leader and a man of great strength and integrity with an unprecedented work ethic. Candidates must be a graduating senior of a high school in Cattaraugus County with good academic standing and leadership skills and who plan to continue their education at a trade school or 2- or 4-year college or university. Candidates must answer an essay prompt of their choice from the three prompts provided by the fund advisors.

Illinois Mutual Employees’ Children Scholarship Fund 

The Illinois Mutual Employees’ Children Scholarship Fund was established by Illinois Mutual Life Insurance Company to provide scholarship support for the children of employees who are graduating from high school or are undergraduate college or vocational students who will be enrolled full time.

MidAmerica National Bank’s Employees Children Scholarship Fund

The MidAmerica National Bank’s Employees Children Scholarship Fund was established in 2005 by MidAmerica National Bank to provide scholarship support to the children of bank employees. It is open to students graduating from high school or currently enrolled in an undergraduate college or vocational program.

Ezekiel Hennessey Mitchel Scholarship Fund

The Ezekiel Hennessey Mitchel Memorial Scholarship is designated for graduating high school seniors from Benton, Polk, Lincoln, and Linn Counties pursuing careers in vocations such as the following:

• Home building trades
• Tile setting
• Carpentry
• General contracting
• Electrical
• Plumbing
• HVAC
• Welding
• Entrepreneurship and/or small business development
• Other trades defined by Benton Community Foundation

Students must attain certificates or degrees from accredited trade schools, technical schools, or community colleges. 

Knights of Pythias Scholarship Fund

In 1950, the membership roster for the Corvallis lodge of the Knights of Pythias, Valley Lodge No. 11 had more than 250 names, but membership declined over the years and the club subsequently disbanded. In 1992, as remaining members began discussions about how to distribute the assets of the lodge, Benton Community Foundation (BCF) emerged as a natural choice.

“We felt it would be best to keep the money in the community where our members lived and worked,” said Bob Bareinger, a member in the organization since 1943 and an officer since 1954. The lodge tried to give BCF the entirety of assets, including the deed to the building, but the Oregon Chapter that has jurisdiction over it stepped in and required the assets to be distributed differently. BCF received one-third of the lodge assets, which means that the Knights of Pythias will continue to serve the youth of Benton County in perpetuity by providing annual scholarships to graduates of Benton County high schools.
